Director Zhang Dongsheng made a speech firstly.He pointed out that with the development of China's urbanization in 

recent years, the rural labor force transfer appeared some new features.Facing the new situation and requirements 

of the new urbanization,the issue of China's rural labor force transfer need to re-examine and intensive research.

On behalf of subjects research group,professor Zeng Xiangquan made a report on the topic of "China Labor Transfer 

Employment Development Strategic".He introduced the background of the subject and reported the achievement.

The content of his report included measuring the size of surplus rural labor,different urbanization, the 

efficiency of town to absorb rural labor under the action of industrial structure,the model of the rural land circulation,

the international experience of rural labor transfer,our government's earlier policy as well as future strategy of labor 

transfer employment and so on.

Other experts and scholars spoke highly of the report, and they made a hot discussion from academic and practice.

Deputy Director Shen Shuisheng expressed his views about how peasant workers changed to townspeople.Professor 

Lai Desheng keeped the view that public resources is excessively concentrated in the big city,as a result,some 

factors in the city will control the creation of employment.Secretary General Li Zhen pointed that we should improve 

labor productivity and prefect land circulation system to solve the problem of the transfer of rural labor force.

Professor Tang Kuang,Lin Xinqi,Ding Dajian also gave utterance to their thoughts.

Finally, on behalf of Department of Employment and Income Distribution,National Development and Reform 

Commission,Deputy Director Hu Deqiao betokened his gratitude to the team of this research leading by professor 

Zeng Xiangquan.He also made some suggestions about how to improve and further propagate the results of the research.
